Peru is a remarkable example of a country that established civil identification as a national priority in response to the need to re-integrate the state after a serious insurgency. It has built one of the strongest and most inclusive national ID programs in the world, including for children. The approach has combined the creation of an autonomous civil registration and identification agency and the use of performance-based financing to expand coverage to poor, remote, communities and to help integrate civil registration with the national ID. It offers lessons for many countries struggling to achieve SDG 16.9 to provide legal identity to all by 2030, including birth registration.
Perú es un ejemplo notable de un país que estableció la identificación civil como una prioridad nacional en respuesta a la necesidad de reintegrar al Estado después de una insurgencia. Perú ha construido uno de los programas de identificación nacional más sólidos e inclusivos del mundo, el cual también incluye a niños. El enfoque ha combinado la creación de una agencia autónoma de registro civil e identificación y el uso de financiamiento basado en resultados para ampliar la cobertura a las comunidades pobres y remotas y para ayudar a integrar el registro civil al sistema de identificación nacional. Esto ofrece lecciones para varios países que procuran lograr el SDG 16.9, de manera que se proporcione identidad legal para todos en 2030, incluyendo un registro de nacimiento.
